Detroit Edison Response to.NRC IE Bulletin 79-03A-

Dear Mr. Keppler:

Enclosed is Detroit Edison's final report of the analysis and evaluations of the potential Longitudinal Weld Defects in ASME SA-312 Stainless Steel Pipe described in the' subject bulletin.

Should you require additional infntmation from Detroit Edison in the matter, please advise us.

'NRC IE Bulletin 79-03A,' Longitudinal _ Weld'

-> Defects in ASME'SA-312 Stainless Steel Pipe

-The following is in. response to items -1, 2 A 3 of NRC IE Bulletin 79-03A:

l'. - ' All' SA-312 'or ' A-312, Typex 300 series ' fusion welded pipe -

planned for" use 'in safety-related systems has been re-viewed ' and identified. As's result of'this review,

- it was 'determineo that 'no safety-related pipe will be subjected to design stresses greater than 85 percent of3the maximum allowable stress at-the design temperature.

In-fact, the maximum design pressure stress that.any pipe would. be subjected to is less than 35 percent of the

~

- maximum code allowable.

'2

.There_are no' piping components'using~ greater-than 85

. percent of the allowable stresses, therefore, this section does not; apply.-

~3.-.All of-the safety-related SA-312,' Type 300 ' series fusion

welded pipe is contained.within'the HPCI and condensate

.storace systems.- The specific portion of these'.two

. systs.ns containing the SA-312' welded pipe consists solely'. of the condensate suction line from the condensate

-storage tankEto the HPCI pump suction.

This suction line consists of approximately 780 feet of pipe, all of which has already been' installed.

Therefore, the ends of the

'SA-312 fusion welds cannot be etched.
