SUPPORTING-0RDER TERMINATING FACILITY LICENSE NO. CX-17 ROCKWELL INTERNATIONAL CORPORATION FAST CRITICAL' EXPERIMENTAL LABORATORY'(FCEL) REACTOR DOCKET NO. 50-147 By apolication dated July 16,.1974, as supplemented April 30, 1980, Rockwell

International Corporation (the licensee)^ requested that-Facility. License No.

CX-17 be terminated following completion of dismantling the FCEL reactor.

Tne reactor has been dismantled and disposed of in accordance with the 11icensee's dismantling plan of July 16, 1974, and our' dismantling order dated November 1,1974.

The Nuclear Regulatory Con-ission's Office of Inspection and Enforcement inspected the facility on June _ a,1950, and verifiec that the

facility had been dismantlec in accordance with our order of November 1,1974, and decontaminated to' levels acceptable for release to unrestricted use.

The NRC inspector conducted independent monitoring and surveys at the facility-to verify adequacy of decontamination.

-We have concluded that the termination of this license involves an action which is ir.significant;from the ' standpoint-of environmental impact, and pursuant to
