This letter proposes a change to the Arkansas Nuclear One-Unit 2 (ANO-2)

Technical Specifications. We wish to change section 4.7.1.2(b). This change is required for the reasons discussed below.

, In response tc your letter of November 6,1979, item X.1.3.1, Short-

[ Term 1, recommendation GS 6, we stated in our letter of January 31, 1980, that we would evaluate a proposed Technical Specification to assure that, following a refueling outage and once sufficient steam is available, a flow test would be performed for the steam driven EFW pump.

' BASIS FOR CHANGE This change is to comply with a recommendation made by the NRC in their letter to AP&L dated November 6, 1979. In this letter, which pertained specifically to the ANO-2 Emergency Feedwater System, the NRC recom-mended that the license should propose Technical Specifications to assure that prior to plant startup, following an extended cold shutdown, a flow test would be performed to verify the normal flow path from the primary EFW system water source to the steam generators. The flow test should be conducted with the EFW system valves in their normal align-ment.

AP&L's response to this recommendation, dated January 31, 1980, stated that an evaluation would be ;<d; cf a proposed Technical Specification to assure that following a refueling outage and once sufficient steam is available, that a flow test would be performed for the steam driven EFW pump. This test would i erify the normal flow path of the "A" EFW train from the primary EFW system water source to the steam generators.

This proposed change should not affect the overall plant operations. It would require a test to be run on the turbine driven EFW train, once sufficient steam is available, at least once per 18 months.
