Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Technical Specification Change Request No. 96 The licensee requests that the attached, changed page 3-94 be added to the TMI-1 Technical Specifications.
Reason for Change Request This request is submitted in response to a requirement for Fire Protection Technical Specifications in the NRC letter of September 19, 1978, issuing Amendment 44 to the TMI-1 Facility Operating License.
Safety Evaluation Justifying Change This change adds a requirement to the TMI-1 Technical Specifications that will reduce the likelihood of a fire spreading beyond the boundaries of a fire barrier through a penetration. During startup or while in hot standby or during power operation, the necessity for immediate response to a fire is paramount.
In this case a continuous fire watch for backup protection is provided. Ilowever, when the reactor is suberitical, the immediate danger of fire is less, and suitable backup protection by a patrolling fire watch is sufficient.
Since a patrolling fire watch is sufficient backup protection for inoperable fire detection instrumentation (See T.S. 3.18.1.2), the attached
. specification does not represent an unreviewed safety question.
License Amendment Fee (10 CFR 170.22)
Because this amendment involves no safety or environmental significance, the licensee has determined that the proper fee for this amendment is $1,200.00.
