Section 13 2 of the Safety Evaluation Report (SER) Supplement No. 2 for Sequoyah Nuclear Plant (NUREG-0011) dated August 1980, requires TVA to augment the control room ettff for operations above 5 percent power through This the startup program up to and including 50-percent of fbil power.

We believe that TVA operators will have gained a sufficient level of operating experience through the conduct of zero-power startup tests, the low-power test program, and the startup test program up to and including 50 percent of full power to continue the startup test program at higher power levels and operate the plant without additional backup support.
Therefore, with your concurrence, we do not intend to provide the addi-tional staff after completion of the startup tests at the 50 percent power level.' Our current schedule is for the 50 percent power level startup tests to be completed no earlier than October 15, 1980.
