OFFICE OF INSPECTION AND ENFORCEMENT BULLETIN 80-15 RII:J SEQUOYAH NUCLEAR PLANT UNIT 1 Enclosed is our response to your letter dated June 18, 1980, which transmitted IE Bulletin 80-15 on loss of emergency notification system with loss of offsite power.

As requested in your letter dated June 18, 1980, we estimate that TVA employees expended 40 manhours conducting the required reviews and preparing the documentation required to comply with this bulletin. It is estimated that an additional 200 manhours will be expended to complete the modifications mquired by the bulletin.

ENCLOSURE SEQUOYAH NUCLEAR PLANT UNIT 1 RESPONSE TO IE BULLETIN 80-15 POSSIBLE LOSS OF EMERGENCY NOTIFICATION SYSTEM WITH LOSS OF OFFSITE POWER Item 1:

On August 28, 1980, it was confirmed that the Emergency Notification System (ENS) at Sequoyah is powered in the manner described in enclosure 2 to IE Bulletin 80-15. Previously, it was believed and reported to NRC that the ENS at Sequoyah is supplied power from the local telephone company; however, this is incorrect. The ENS at Sequoyah is supplied power from an onsite power source.

l Item 2:

A Design Change Request (DCR) to modify the ENS power supply in order to comply with the requirements of the bulletin has been submitted, and the modification will be implemented when the necessary materials, craft manpower, and engineering support become available.

i Item 3:

l The ENS at Sequoyah is not presently supplied power from a source that would remain opeaable in the event of a loss of offsite power. Therefore, it is not necessary at this time to conduct the testing described in item 3 of the bulletin. When the modifications described in item 2 are completed, the required testing will be performed.

Item 4:

The determination was made on August 28, 1980, that the Sequoyah ENS l required onsite power and was not connected to alternate power supplies as described in item 4. At 0945 hours0.0109 days <br />0.263 hours <br />0.00156 weeks <br />3.595725e-4 months <br /> (CDT) on August 29, 1980, C. T.
