Dear Sir:

Your request for information contained in Reference (a) concerning "Hydramotor Actuator Deficiencies", was originally responded to in Reference (D), in which we indicated that more time was requireo to completc the review for the subject units. In Reference (c) we noted that our review remained incomplete due to the delays associated with obtaining specific information from our suppliers.

Commonwealth Edison Company has completed the review for ,

Byron Station Units 1 and 2 and Braidwood Station Units 1 and 2.

Our response is contained in the enclosure to this letter.

In the case of LaSalle County Station Units 1 and 2, our supplier of Hydramotor actuators had recently reevaluated Actuator size selection, as required by the subject Bulletin, for the large number of actuators installed or planned for installation at the site. However, on August 20, 1980, our suppliers received revised Nomographs from ITT General Controls thereby necessitating a second complete reevaluation of all Hydramotor actuators at the site. Our complete. response for LaSalle County Station Units 1 and 2 will be provided no later than September 30, 1980.

ENCLOSURE Response to IE Bulletin 80-09 Byron Station Units 1 and 2 Braidwood Station Units 1 and 2 Attachment 1 to the subject bulletin identified those customers of ITT Grinnell who have purchased the deficient Hydramotor actuators. Seven (7) of the customers identified on that attachment supply equipment to the Byron and Braidwood sites. A review of the vendors indicated only two'(2), Masonellian International and Pacific Air Products (PAPCo), have used Hydramotor actuators.

Copes-Vulcan and Posi-Seal uses Limitorque actuators, Fisher Controls uses their own diaphram actuators, and Joy Manufacturing and Powers Regulator Company (via Powers, Asco, and Pope) have not supplied any valves, and therefore no actuators, to the sites.

1. Only two (2) . actuators of this type have been supplied with Masoneillan valves for safety related applications; in the essential service water system supply to the Control Room HVAC system condenser. The deficient springs will be replaced prior to shipment to the site.

To provide added assurance of the adequacy of these actuators, an on-site check of the service water valves will be conducted prior to installation or as part of the system preoperational test.

2. Pacific Air Products identified four (4) dampers supplied to Byron (only) with Hydramotor actuators susceptible to the concern identified in the subject bulletin. These actuators are OVA 054YA/B and OVA 059A/B. This supplier has undertaken and completed an extensive qualification program for the actuators in question, and has concluded that the actuators satisfy the engineering data requirements defined by ITT General Controls. However, to assure the adequacy of these 4 specific components, an on-site check of these components will either be performed prior to installation or as a part of the system preoperational tests of the system (s) involved.
