Dear Mr. Engelken:
j In: response'to your letter o2-June 18, 1980, which transmitted the subject IE Bulletin (Possible L ds of Emergency Notification System),
the Sacramento Municipal Utility District is hereby submitting the re-quired written report.
Verification by direct inspection that the ENS at Rancho Seco Unit 1 is served by on-site power was performed.
Rancho Seco's ENS equipment is powered by a circuit on panel SIP 5 which is supplied by a transfer switch.
In normal conditions, SIPS is supplied 'by lighting panel SIL3. On _ low vc.).taga f rom SIL3, the supply transfers to communications, inverter. The direct current' supply to 'the inverter'is from the "E" Battery Charger which is supplied by 2Al Motor

Con trol Center. The "E" Battery Charger and. associated bus does not supply safeguards instrumentation.
The power supply from 2Al assures operability of the ENS ' equipment' upon loss of offsite power, provided the "A" nuclear service electrical equipment was in service.
It is the District's contention that the existing power supply to the' ENS is "an equally. reliable" power. supply :as mentioned in the bulletin. -The system has the added advantage ofanot requiring constant operability of an inverter unlest, offsite power is actually' lost.
-A test procedure was written, approved and performed to verify _
that all extensions'of'the ENS located at Rancho'Seco would remain fully operable f rom-the facility to the NRC Operations Center in the ' event of a loss of~offaite power. The; procedure, STP-877, NRC ENS Telephone Power Supply Test, was performed on. July 15, 1980.

The communica-tions inverter picked up the load and the_ ENS system functioned properly.

Mr. R. 11. Engelken August 27, 1980 A special order was issued to the operating personnel to notify the NRC Operatiorc Center by commercial telephone within one hour of the time that the ENS is found inoperable. The ENS telephone number 301-492-8111 will be used for this notification.
