GENTLEMEN:
t The following information is submitted in response to I&E Bulletin 80-17, Supplement 3.
-Regarding Item 1 of the Bull are.an integral part of the scrametin, the instrument volumes 'on Unit 2 discharge volume; therefore, this item is not applicable. Unit 1 'does have 2-inch piping connecting the instrument volume-and the SDV; however,-the hi-level (scram) switches are connected directly to the SDV. 'Therefore,' the concern of this item is not applicable.
. At present, the following procedures concerning Supplement 3 are in
'effect:at Plant. Hatch:
g 1.
HNP-1-1920 Loss of-Instrument Air Plant service air is isolated at.70 psig decreasing.
Nonessential r
instrument air is isolated:if the pressure drops-below 50 psig.
4 Essential: instrument air does not isolate.
If the-recovery of' the air supply is not possible-immediately, then the reactor is manually scrammed.- The CRD system uses L
essential instrument air and is annunicated at 70 psig decreasing air pressure.

-HNP-1-1940 Loss of CRD' System This' procedure-requires that'if two or more CRD's indicate high temperature alarms annunciate, then the ~ CRD drive temperatures are_ monitored closely, and all drives that' exceed 4000F are scram time tested.
3.
HNP-1-2424 Rod Drift.
If an alarm is_ received' indicating that a control rod has drifted
~
'from its latched position'and the cause of' drifting cannot be corrected, then the rod is fully inserted and electrically disarmed.
9 Also required is that reactor.. engineering be notified to determine.
lwhether a. limiting control rod pattern exists.

HNP-1-2409 SDV Not-Drained
~
If an alarm is received in the control room indicating that the.SDV is not empty due to either a post-scram draining or due to leakage accumulation, the following-steps are to be taken:
-a.
Check that the SDV drain and vent valves are open.
b.
Check for partially open scram discharge valves if a full scram-is not present.
c.
Observe rod display panels for drifting rods.
~d.
Check the individual CRD module SDV lines 'or abnormally high f
temperatures.
In accordance with Item 2 of the Bulletin, a standing order has been issued requiring a functional test of all 6 level switches (scram and rod block) prior to startup following a scram on either unit.
