We have evaluated your Quality Assurance Plan (BCL-NSP-2) submitted with your June 30, 1978 letter to satisfy the requirements of 10 CFR 571.51.
Our review indicates that additional information is required to satisfy the applicable requirements of Appendix E to 10 CFR Part 71.
Please address the enclosed request for additional information and submit seven copies of the revised program within 60 days following receipt of this letter.
Although the supporting document, BCL-QA-HL-1 " Nuclear Technology Quality Assurance Manual," is required to implement your QA program, it should not be submitted as part of your QA program description.

Recuest for Additional Information 1.
Describe the qualification requirements for the principal QA/QC management positions.
2.
Identify-the management level (i.e.,'above or outside the QA organization) who regularly assesses the scope, status, implementation, and effectiveness of the -
QA program to assure that the progran is adequate and complies with 10 CFR 71, Appendix E criteria.
3.
Identify the organization (s) who are assigned to determine' that functions dele-gated to contractors are being properly accomplished.
4.
Give a brief summary of Battelle's corporate QA policies, goals, and objectives.
5.
Describe how all responsible organiIations and individuals are made aware that quality policies, the Qn manual, and procedures are mandatory requirements.
6.
Identify the safety-related structures, systems, and componerits controlled by the QA program.
7.
Provide a statement that Battelle reviews and documents agreement with the QA program provisions of his contractors for assurance that the requirements of Appendix E will be implemented.
8.
Describe how disputes involving quality, aris.ing from a difference of opinion be+seen 1A/QC personnel and other department (engineering, procurement, manu-facturing, etc.) personnel are resolved.
9.
Provide a statement that quality-related activities are performed with speci-
'ied equipment and under suitable environmental _ conditions, and prerequisites have been satisfied prior to inspection and test..
10.
Provide a statement that audit data are analyzed and the reports, which indi-cate quality trends and the effectiveness of the QA program, are reported to management for review and assessment.
