Description of Event-

- While' performing.an~.ECCS valve position verification procedure on

' August 21, 1980, an incorrect valve alignment effecting both LHSI pump

. minimum flow recirculation paths was discovered. An engineering analy-sis indicated the' recirculation flow had both pumps started in response Lto an SP. signal would have been less-than the minimum recirculation flow

.specified by the manufacturers. This event is reportable pursuant to 1E.S 6.9.1.9.b.

y Brobable-Consequences of Occurrence Calculations' estimated the recirculation flow via'the altered flow path for each LHSI pump to be approximately 214 gpm for dual pump opera-

. tion. The minimum recirculation flow specified by the manufacturer is -

225 gps. llue reduced recirculation flow could have reduced the long-term reliability had both LHSI pumpsistarted in response to an SI signal and remained running without LHSI to the RCS.

Cause of Event

Valve alignment was changed between July 21, 1980 and August 21, 1980. Since RWST refrigeration units share a portion of the recircula-s tion line, alignment'aight have been changed during this period in an attempt to reduce RWST temperature.

- Immediate Corrective Action Normal LHSI minimum flow recirculation path alignment was restored immediately.

Schedaled Corrective Action A valve.in the LHSI minimum recirculation flow line vill be placed under' administrative' control to prevsnt recurrence. Operations personnel will be ' reinstructed. - The same actions will be implemented on Unit 2.

- Actions Taken to Prevent Reccurrence Scheduled: corrective-actions will prevent recurrence.
