Based on our review of the July 2, 1980 letter, the attached pages contain new technical. specifications or revisions to existing technical i

specifications which are being proposed for change. I would like to point 5

out.that pages 3/4 3-19a, 3/4 3-24a, 3/4 3-27a and 3/4 3-31a, which add Auxiliary Feedwater to the' Engineered Safety Feature System Instrumentation

,. tables, were previously submitted with amendment request No. 35 and page 6-5.

f-OSC Composition, was submitted with amendment request No. 45. We are resub-mitting them at this time af ter discussions with Mr. W. J. Ross, our Project Manager.

Beaver Valley Power Station presently has the standard technical specifications and our review of the proposed technical specifications of the July 2, 1980 letter has determit.ed that several of our present technical specifications adequately address the requirements for equipment operability and administrative controls including appropriate action if a limiting operation cannot be met. Those specifications are:

Beaver Valley Power Station, Unit No. 1 Docket No. 50-334 Request for Amendment 54 to Operating License Page 2 In addition, we have enclosed three license conditions which should be included as an amendment to our license. These conditions are consistent with those contained in your July 2, 1980 letter.

Safety Evaluations The proposed changes assure'that the necessary instrumentation is available 'to adequataly monitor plant conditions during an accident. The changes also provide assurance that sufficient equipment is operable to m'intain natural circulation and provide pcsitive shutoff should a relief s valve become inoperable.

The OSC and ORC have reviewed the proposed change to the Technical Specifications and have determined that there are no safety implications associated with the change and that the change does not constitute an unreviewed safety question.

We have determined this change to be a Class III license amendment and are enclosing a check for $4,000 in accordance with 10 CFR 170.22.
