Dear Mr. Keppler:

Responsive to IE Bulletin 80-07 as supplemented by Mr. Tedesco's letter of August 5, please be advised that Northern Indiana Public Service Company's (NIPSCO) Bailly Generating Station, Nuclear 1 (Bailly) is less than 1 percent constructed and no jet pumps referred to in the Bulletin have yet been installed. Construction a 5 well as engineering for Bailly are currently halted awaiting completion of the NRC Staff review of the Bailly pile foundation. N1PSCO cannot at this time predict when engineering and construction of Bailly will resume.

Because of the current status of engineering for Bailly, NIPSCO is currently taking no action on the matters described in IE Bulletin 80-07. However, NIPSCO will pursue this matter with General Electric Company (GE) when j engineering is resumed and adopt the long-term solution agreed upon by the i NRC and GE to be necessary to prevent or detect excessive cracking in )

GE-designed BWR-5 jet pump hold-down beam assemblies.

Since NIPSCO does not anticipate receiving an operating license for Bailly before a long-term solution is agreed upon, no short-term actions are anticipated.
