RESOURCE REQUIREMENTS TO REINSTITUTE GESMO 3

i This responds to your memorandum of June 16, 1980 on the subject matter in which you requested an estimate of OELD time-phased resource requirements t

i for complying with proposed legislation to resume and complete proceedings on the Generic Environmental Statement on Mixed Oxide Fuel (GESMO).

l Applying the 'assumpticns specified in your memorandum and those additional assumptions provided by Glenn Terry on June 18,1980, the OELD time-phased resource requirements would be as follows:

I October 1980 - December 1981 1.5 staff years January 1982 - September 1982 2.5 staff years i

October 1982 - January 1983 1.5 staff years j

January 1983 - September 1983-3.5 staff years i

l In the event the presiding tribunal permits the cross-examination of witnesses 4

I during the course of the proceeding, we estimate that an additional 1 staff year of OELD effort would be required during the period January 1983 -

September 1983.

i During the prior GESMO proceeding a serious problem developed with respect to the collection, reproduc+. ion and distribution of necessary documents to the j

parties. This is~ a time consuming and excensive effort. We would urge that i

i any resource requirement plan which is developed include adequate personnel and j

funding for,the collection, reptoduction and distribution of documents.

It should be noted that our present OELD budget requests for FY 1981-1983 do i

not contemplate the resumption of the GESMO proceeding. Accordingly, if the i

legislation is enacted and the GESMO proceeding reinstituted OELD will require I

supplemental relief. 'Given the limited personnel ceiling of OELD and the l

dedication of OELD personnel to other high priority and pressing NRC activities,['
