On July 31, 1980, TVA submitted a request to amend operating licenses DPR-33, DPR-52, and DPR-68 for the Browns Ferry Nuclear Plant units 1, 2, and 3 to authori::e TVA to store the low-level radioactive waste (LLRW) generated from the operation of Browns Ferry on site for the life of the plant. This request was submitted in accordance with 10 CFR Parts 50.59 and 50.90 and included a i

I description of the proposed low-level radioactive waste storage facility and all safety and environmental aspects of its operation and our schedule for completion of construction.

As you know we are now making use of the cable storage warehouse for temporary storage of LLRW at Browns Ferry. We plan to begin l

using the long-term storage facility as soon as it is available.

We anticipate that the first storage modules will be completed by f

the first of the year. We believe that it is important to reduce i

the quantity of low-level radioactive waste that is now being shipped to Barnwell, South Carolina. TVA is also making every effort to ensure that the uncertain availability of commercial disposal space will not adversely affect future operation of the Browns Ferry facility.

We understand, through informal discussions with your staff, that j

there are no major technical questions regarding our proposed storage facility. However, we have been unable to obtain 'iny information on your schedule for completing your review or for other milestones in the licensing process. We are also concerned that our request for a license amendment has not yet been noticed in the Federal Register.

As you are aware, until the licensing process is completed, it will not be possible for us to use this facility.
