Dear Ms. Mayor:

Your August 9 letter addressed to the Chairman of the Nuclear Regulatory Commission has been referred to this office.

While construction is continuing on its Limerick Nuclear Fower Station, Philadelphia Electric does not have a guaran-tee that it will be allowed to operate it.

The company's application'will be subject to detailed safety and environ-mental reviews by the NRC staff and may be the subject of a public hearing if the application is contested.

In addition, the Commission plans to conduct a generic proceeding to consider the safety of such facilities planned for or located in high population density areas--Limerick is one such facility.

Further, the staff has directed the company to do a special assessment of the risks which would be associated with operation of the Limerick facility.
