Dear Sir:

In accordance with the provisions of 10 CFR 73.67(c)(1), the General Electric Company, Vallecitos Nuclear Center (GE-VNC) submits herewith six (6) copies of proposed security plan titled, " General Electric Company, Vallecitos Nuclear Center, Security Plan SNM-960." The enclosed proposal was developed to be responsive to the 10 CFR 73.67 requirements as they apply to material of Moderate Strategic Significance.

It is estimated that its complete implementation could be effected within 30 days of receipt of NRC approval.

As the enclosure contains information concerning the safeguarding of SNM, GE-VNC requests that it be withheld from public disclosu*e, pursuant to 10 CFR 2.790(d).
