Dear Mr. Youngblood:
In order to respond to concerns raised by the NRC Staff relative to the materials presented in Reference (a), the enclosed supplemental report concerning " Chugging Loads For Assessment of the ATCO Data" are being submitted.
This report includes data associated with additional chugging test runs which bound the JAERI data at low frequencies.
It is judged that this report responds to the questions raised by your Staff (Mr. C. Anderson, et al) at the meeting of August 5, 1980 and completes the documentation for the chugging load definition for lead plant (s).
Although this report was orginally developed to address the load definition applicable to LaSalle County Unit 1 and 2, it is intended to apply to all lead plants in the Mark II Owners Group.
Other Mark II plants will review this report for applicability.
This report will be supplemented i pon completion of the LaSalle County structural assnssment.
This assessment is thought to be required to assure that the high degree of conservatism embodied in the chugging 1;ad definition is consistent with the existing plant o(
design basis.
9 It is judged that this report demonstrates that a chugging
(
load definition based on ATCO data provides a conservative oasis upon which the adequacy of the Mark Il lead plant designs can be p[N based.
The report also demonstrates that the ATCO data provides a 4
more conservative %ta base than the available JAERI multivent tests.
