DINGELL SUBCOMMITTEE MARKUP SESSION ON WEST VALLEY WASTE SOLIDIFICATION BILL, H.R. 6865 c.a.?

On August 19, 1980 I attended the subject markup session. The bill, as. amended from the August 14, 1980 version, was passed by the sub-

committee. This version of the bill includes a section (6) authorizing
.m the Attorney General of the United States to " conduct a study to determine 6
the identit., of, and the. legal responsibility whi6h, any person, other than the United States oF the State [New York] may have under the law..."

1 The bill, as passed by the subcomittee, still contains a section 2(b)4(B) which calls for "an application for such amendments to the license for the Center as may be required to carry out the project." Since other sections rather clearly spell out the consultative role of the NRC on the solidifi-wg cation, it would seem preferable for the bill to call for NRC termination
+.y of the license, with due consideration to protection of the health and 5
safety of the public.

- m Mr. Ottinger informed the Subcomittee that he intended to submit an amend-ment of the bill, which would strengthen the NRC's role, to the full Committee.

All of the Congressmen seemed to be anxious for the speedy passage of the bill.
