During a telephone conversation with members of the NRC staff, on August 14, 1980, additional information was requested concerning the Farley Nuclear Plant Unit's 1 and 2 Hot Shutdown Panel.

Subsequently, a working session was held with members of the NRC staff August 19, 1980.

The attached provides a summary of the results of this session along with our conclusions.

SUMARY OF WORKING SESSION ON ALTERNATE SHUTDOWN CAPABILITY FOR FNP UNITS 1 & 2 On August 19, 1980, personnel from Alabama Power Company, Bechtel Power Corporation, and the NRC Staff met to discuss with capability to bring the FNP Units 1 and 2 to cold shutdown with the loss of the cable spreading room, control room, or a cable chase. The provision for such cold shutdown is required by Section 2.c(4), Amendment 11 of the Facility Operating License NFP-2 and was comitted to in the FNP Fire Reevaluationi M~ -

Program Section 4.3.3.1.3.

This comitment is that modifications will be completed (prior to the end of the second refueling on Unit 1 and by fuel loading of Unit 2) which will allow the plant to be brought to hot shutdown from the Hot Shutdown Panel with the loss of either the cable spreading room, control room, or a cable chase.

In addition, Alabama Power Company has committed to complete a procedure by the end of the second refueling outage, which allows the plant to be brought from hot shutdown to cold shutdown with minor repairs and local control under strict procedural guidance. This completion date is consistent with the completion of the i

modifications to the Hot Shutdown Panel which must be completed befo e the procedure could be implemented.

During this session the relocation of the B Train selector switches from the current Hot Shutdown Panel Room to a remote location was described with schematic drawings for each switch relocation submitted for staff

' p review. Modifications to instruments which provide indications with the m

loss of either the cable spreading room, control room, or a cable chase

. were discussed.

In addition to the modifications necessary for hot shutdown, the development of the procedure necessary to bring the plant to cold shutdown was discussed. The P & ID and table for one of the systems necessary for cold shutdown (Component Cooling Water System) was discussed and submitted for staff review. This table described necessary actions by the plant staff in the event of potential failures in the circuits or equipment associated with that system.

One question raised during this session concerned the independence of the cable chases at the FNP. Upon further review it has been verified that no case exists in either Unit 1 or Unit 2 where redundant trains of cabling necessary for hot or cold shutdown are located in a single chase.

Therefore, the loss of ore chase could not preclude the plant's capability to achieve hot or cold shutdown.

3 As a result of the information presented at this session and further evaluation of the FNP cable chases, Alabama Power Company concludes that i

both units will have the capability to be brought to hot shutdown via the Hot Shutdown Panel and to cold shutdown utilizing the above described procedure with the loss of either the cable spreading room, control room, or _a cable chase.
