Physical Security Plan Revision License No. R-37, Docket 50-20

Dear Mr. Miller:

Massachusetts Institute of Technology submits herewith the re-write and revision of its physical security plan required by 10CFR73.67(c)(1).

The re-write is complete except for Section 3.1, Preauthorization Screening, which is currently under review by MIT legal counsel and which will be forwarded at an early date.

Separate submission of Section 3.1 was the subject of a tele-phone conversation last week between Mr. Arthur Smith of MIT and Mr. Joseph Cray of NRC's Office of Nuclear Materials Safety and Safeguards.

Ten copies are enclesed (except for Section 3.1).

The security plan, in such form as it is eventually approved by NRC, will supersede in its entirety the plan referred to in paragraph 2.C. (e) of Facility Operating License No. R-37.

In view of the equipment and procedure changes 4

contemplated and the amendment to Technical Specification 3.10-2 required by the plan, it is requested that 120 days be allowed between the date of NRC approval of the plan and the date of implementation.

The enclosed plan has been reviewed and approved for submission to NRC by a Subcommittee of the MIT Reactor Safeguards Committee.

It will be submitted for further review and approval by the full Safeguards Committee at its next meeting.
