Dear Ms. Lanham:

Reference is made to your letter of June 20, 1980 regarding TVA's plans regarding incineration of low-level waste at the Browns Ferry Nuclear Plant. We tried to contact you by phone to discuss your concerns in more detail but were unable to obtain your telephone number.

TVA has announced plans to install a Volume Reduction system at their Browns Ferry Nuclear Plant. Their proposed schedule calls for such a system to be operational by 1985. TVA's conceptual design is that the volume reduction would be accomplished by evaporation and incineration processes. Commission approval is specifically required for TVA or anyone else to treat or dispose of licensed material by incineration. TVA has indicated that they may submit an application to us next year.

If we receive an application regarding incineration, we expect to announce an opportunity, in accordance with Commission regulations, for a public hearing.

We also expect to perform an environmental assessment of the proposed action; the results of the assessment would determine whether the staff's evaluation is published as an Environmental Impact Statement, or negative declaration and Environmental Impact Appraisal.
