Gentlemen:

Otr letter of Mz 1, 1980 to you requested your issuance of a Technical Specification Ct:nge which we had requested by letter dated October 31, 1979.

This chan e concerned the meteorological assumptions made in the calculations of edioactive gaseous emissions. Mr. Guy Vissing of your staff has indica ed that the Technical Specification Change is acceptable to the staff.

Mr. Vissing stateJ on June 2 that a commitment by AP&L to improve the ANO-1 Gaseous Radioactive Waste System would result in issuance of the subject Technical Specification Change.

Therefore, AP&L hereby commits to make appropriate design changes to the system prior to startup following the next refueling outage, dependent on equipment availability. These changes should reduce the air in-leakage to the system, and consist principally of rerouting existing vent lines and replacing selected pumps and valves.

It should be pointed out, however, that we will not know the exact effect these changes will have in the reduction of oxygea levels and, therefore, do not feel that we can conmit to a specification on waste gas oxygen levels at this time.

It should be noted here that while there are some problems with the gaseous radioactive waste system, it is capable of processing radioac-tive waste gasv: as necessary.

As we have pointed out to Mr. Vissing in Frevious conversations on this subject, the engineering work necessary to make these modifications has been going on for several months.

AP&L has reccgnized there are problems with the system and has taken positive actions to correct det iciencies which may exist. However, we felt it was necessary to provide ourselves with adequate time for review of each problem and for design work which had to be done to properly correct any problems.

4 4r Mr. R. W. Reid July 21, 1980 Mr. Vissing also stated that NRC issuance of the subject Technical Specifi-cation was contingent upon our re-submittal of the RETS.

We hereby coninit to submittal of a revised version of the RETS, minus the specification whict limits the oxygen content in the Waste Gas Decay Tanks, upon NRC issuance of the subject Technical Specification Change Request. Again, we request your innediate issuance of the subject Technical Specification Change Re-quest.
