On July 30, 1980, a prehearing conference was held in Two Rivers, Wisconsin to consider whether a hearing is required to be held in this matter. E At that conference, the State of Wisconsin filed with the Atomic Safety and Licensing Board a Petition for Leave to Participate as Interested State. Upon review of the transcript of the prehearing conference, the Staff has noted that we did j

not directly respond to the State of Wisconsin's request.

The Staff has no objection to the participation of the State of Wisconsin in this proceeding pursuant to 10 CFR 2.715(c), if it is detemined that a hearing is required in this matter.
