NRC STAFF NOTICE OF ISSUANCE OF MODIFICATION OF ORDER AND MOTION TO CONFORM PROPOSED TECHNICAL SPECIFICATIONS IN ACCORDANCE THEREWITH On August 11, 1980, the Deputy Director of the NRC Office of Nuclear Reactor Regulation (Deputy Director) issued the attached Modification of Order, pursuant to his authority under 10 C.F.R. 5 2.717(b), which eliminated the requirements for availability of two balance-of-plant (BOP) diesel generators and an external 13.2 kv transmission line imposed pursuant to the Director's Order

of February 11, 1980 regarding the Three Mile Island Nuclear Station, Unit 2.
These requirements were contained in paragraph 3.8.1.1 of the proposed Tech-nical Specifications set forth in an attachment to the Order. The proposed Technical Specifications represented a memorialization of the particular license requirements imposed by the Order. Pursuant to an Order of the Conunission, dated May 12,'1980, this Licensing Board has been designated to rule on the several hearing requests filed with respect to the proposed fonnal license amendment incorporating these proposed Technical Specifica-tions. The two BOP diesel generators and the 13.2 kv transmission line had been provided at the plant in order to supply back-up power capability following the accident.
Pursuant to the terms of the Modification of Order, these items will be replaced with an existing 230 kv g-id system.

In order to conform the proposed Technical Specifications, which are the subject matter of the present proceeding, with the actions taken by the Deputy ;
Director, the NRC Staff hereby moves that the proposed Technical Specifi-cations be formally modified in accordance with the Modification of Order of August 11,1980, subject, of course, to the authority which 10 C.F.R. 5 2.717(b) explicitly preserves in the Licensing Board for purposes of this proceeding.
