The purpose of this letter is to state the Staff's understanding of the date by which its response to the " Petition of the Texas Border Cooperatives For Leave to Intervene Out of Time" is to be filed. The certificate of service attached to the petition indicates that the Staff was served by mail on July 31,1980 and, in accordance with 10 CFR S2.714(a), the Staff's response is, therefore, to be filed by August 20, 1980.

In view of the Board's desire (Tr.1075) to move this matter to decision, however, the Staff will make every effort to file its response by August 15, 1980.
