Dear Commissioner Olds:
We are pleased to respond to your March 24, 1972 letter to the President regarding the status of the Midland Plant.
The Midland Plant has been evaluated by the regulatory staff of the U. S. Atomic Energy Commission. The results of this evaluation are reported in a Safety Evaluation dated November 12, 1970, the supplement therato dated Jancary 14, 1972, and the Final Environmental Stata=ent dated March 1972, prepared by the regulatory staff.
Copies of these documents have besa previously provided to the Midisad County Board of Commissioners.
As you are aware, the Atomic Laergy Act of 1954 requires that a public hearing be held to provide an opportunity for public participation in the decision-making process prior to issuance of a construction permit for a nuclear reactor. The public hearing considering the Midland Plant was convened on December 1,1970.
Several additional hearing sessions were held in June and July,1971. The hearing was recessed at that time pending complation of (1) the review of environmental effects in accordance with revised regulations which reflect a ruling by the U. S. Court of Appeals for the District of Columbia Circuit on July 23, 1971, regarding interpretation of the National Environmental Policy Act of 1969, and (2) the review of the effectiveness of the emergency core cooling system in accordance with interim acceptance criteria adopted by the Commission on June 19, 1971. These reviews are now complete and are discussed in the documents referenced above. Addi-tional hearing sessions are scheduled to commence May 17,1972, to discuss these issues.

Because several organiastions have intervened in the proceeding in opposition to the' construction of the facility with full rights to present evidence and to cross-examine witnesses, it is difficult to forecast when the proceeding will be completed. Our best estimate at the present time is that the hearing may be coiapleted so o time t* tis summer.

Our Community _is, day by day becoming more concerned ~
with the inactivity of the Atomic Energy Commission.
After nearly four years of delay, we believe we are

justified in raising our voices and our concerns.
In.the.nagazine " Iron Age", we note that there are in the U.S.A.
23 reactors operating, with 108 reactors ordered or planned - Briton has 13 operating - USSR has 12 - France 10, etc.
I have lived in the Midland, Michigan community over 60 years, and respectfully submit that our people can no longer tolerate bureaucratic inactivity.
Perhaps'we' don't understand the problems involved, L
'but we believe-there should be an immediate solution Either we build ~ nuclear plants, or we eliminate all A projects.
