You requested information concerning licensing schedules for the Midland Nuclear Plant, reports of building settlement at the site and a list of.
i people who have so0ght to intervene in forthcoming licensing proceedings.
1 Ibe Applicant, Consumers Power Company, estimates Set the earliest and latest completion dates for the Midland Plant, Unit 2 to be October 1, 1980 and October 1,1981. The corrasponding estimates for Unit 1 are October 1,1981 and October 1,1982.. As described.in the attached meeting sumary dated March 27, 1977, the NRC Staff reviewed these estimates with the Applicant and found the estimates to be achievable. Construction completion is accompanied by fuel loading activities and will.be followed by a series of preoperational and startup tests. Comercial operation is expected, at the earliest, in March 1981 for Unit 2 and March 1982 for Unit 1.
The Atomic Safety and Licensing Board assigned to review and rule on intervention petitions has previo6onally granted the intervention petitions of Mary Sinclair of Midland, Michigan, Wenda11 Marshall of Mapleton, Michigan and the Attorney General of the State of Michigan.
Ms. Sinclair and Mr. Marshall must still obtain a favorable Licensing Board ruling on the contentions they seek to litigate in the proceeding.
A public preharing conference is presently scheduled for November 15, 1978 in Courtroom No. 2, Midland, Michigan..The Licensing Board will consider contentions at that time.
By attached letter of September 29, 1978, the Applicant advised our Office of Inspection and Enforcement of the status of the settlement of the diesel generator foundations and building. The letter also describes the investigaties actions underway to determine the cause of the settlement and the corrective actions to be taken.. Ocur0ffice of Inspection and Enforcement maintains a resident site inspector at the Midland site on a full-tin basis and will continue to follow this matter to its ultimate i
resolution.
We do. net yet know what effect, if any, the settlement of the building and foundation will have on the construction completion schedule. Such
- determination must await the results of the investigations now underway.
