Dear Mr. Coufal,

It is requested that the following comments by the undersigned be read openly into the records on the continuation of' above hearing in Chicago Janudry 18, 1977. I will be unable to be present in person.

Precedent for this request is noted in acceptance of comments from the public by the initial Chairman Daniel M. Head at the start of the hearing in Midland November 30', 1976.

Gentleman:

My n:amee :is Adam Paul Banner, I am an early retired graduate industrial chemist, member of the American-Chemical Society for twenty . six years, and was employed by the Dow Che'nical '

l Company specializing in high temperature technciogy, graphite

! manufacture. I did carry an AEC "Q" Clearance for the period 1957 thru January 1964.

I am deeply concerne'd in the matter of safety,in regards to planning for-catastrophe. As a member and secretary of a five man Safety in Depth Committee for the Midland Chlorine Plant, Dow Chemical Company, in the fall of 1963,.I was appalled-at our. findings.

Specifically.the committee found at that' point of time that_some of the limited emergency life ~ support oxygen masks were locked up after five p.m., and that an effective seal could not be obtained when wearing safety glasses.

t the Nuclear Hearing' in Midland, November 30th, 'I talked to Mr.' Bill'Kennett employed by the Dow Chemical Company.

I asked-Bill if they ever solved the problem of oxygen mask seal due to safety glasses? He stated: " Paul, we did, but now we have a bigger problem!' Men with beards cannot use-the masks." "We will have to obtain full head units."

On Friday December 11,1976, an explosion ruptured a chlorine gas storage tank in Baton Rouge, Lousiana. A report of this incident was published in the'Saginaw News, Saturday December'12th. A copy of this newspaper report is attached.

I attempted to locate a copy of the Midland Civil Defense and Catastrophe Plan, and I was unable to find a copy in'

, -the Midland City Hail, Midland County Safety Council Office, American Red Cross Office, or the Grace A. Dow Memorial Library. -

I did~ locate a copy in the Midland County Personnel. Office.

9 Mrs. Connie Ley, Personnel Director indicated that in addition to other duties she was the Director for Civil Defense, and was re-writing the manual. It should be noted that she had l

only been on the job for a short time. I do question her qualificationLfor assignment as Director of Civil Defense.

An examination of this undated copy indicatedLthat no up-date had been.made since,it-was prepared. I know that this is the ~

same data prepared when a petition was filed for the

! construction of the Midladd Nuclear Plant by the Consumer Company.

.I: consulted with the Superintendent of the Midland Public Schools, Dr. George H. Owens- on the provisions for handling -

. students in the event of a serious chlorine-discharge. He' )

indicated that he was not aware of this' problem as it was

It should be'noted that the Civil' Defense Warning Sirens are tested on'a regular schedule, however, at my residence, I am unable to hear clearly when they are tested even when outside. In addition the seven locations listed in the plan are under lock and key, and it is questionable if they_

all could be activated if necessary.

I questioned Mr. Tom Cushard, Consumer Power Representative if beards were approvedfor use in the Nuclear Plant Control Room? He indicated that he really did not know but that he had observed beards in other plants.

On the bas'is of the above data,-I can only assume that  !

} insufficientLhomework has been accomplished to insure the safety of the residents of Midland now, and in the future..

I question the effect of.a chlorine explosion and uncontrolled leak with prevaling winds eliminating all outside nuclear

, personnel, for some period of. time, and reducing dependancy of. operation to the control room operators who may or may l not be fully protected from the effects of chlorine exposure.

We in Michigan,.and Midland, do need nuclear power now for economic survival. The alternative Synthetic Fuels from Coal as reported by the Congressional Service in their j, report HD 9546 US 56 SP, indicates that coal technology is too far off for'the best-economic' return onlinvestment

' for our immediate needs, but not for future requirements.

'I do. question the. apparent laxity on matters of safety, and the lack of-empathy to-the public on not being, informed truthfully 'by industry; on all the attendent economic problems related to' energy, airpollution,and-ecology.
