' Gentlemen:

I'am writing in regard to the application by the Consumer Power-

'Ccmpany for L construction permit to build a nuclear energy plant in Midland, Michigan.

The purpose of the proposed plant is. to supply desperately-needed l.

electrical power to the State of Michigan and to the Dow Chemical Company, an employer 'of approximately 7,200 hourly and 4,000 salaried people in the j

Midland area.. In addition, the proposed nuclear energy plant will supply processed. steam to the. chemical firm. The construction of_such a plant is of prime importance for the economic welfare of Midland in particular and

~ Michigan in general.

As you may know, the Midland area from the standpoint of unemployment is a' distressed area.- However,. the hearings before the Atomic Safety and Licensing. Board which began December 1,1970, are presently in recess without a' specific.date for reconvening.

In the meantime, the delays incident to

1 and the uncertainty of the granting of the permit, plus the high cost of

-fossil: fuel energy which Dow presently uses, has forced the corporation to shut down one' production-facility and move the components of the facility..

to' another non-Michigan area where energy costs are much less.

Moreover,. Michigan's: economy cannot afford to lose the'large number of jobs at ' stake. - This nuclear energy project represents an outlay of over $500,000,000 in construction' costs plus thousands of jobs, dirt.ct-and indirect, in addition to'the' widespread stimulus it will.give to the entire' area. 'Each year's delay has escalated the construction costs by over $70,000,000. Each day's delay without the construction ptrmit means the loss of jcb a day ja the Dow Chemical Company'alone.

.It must be emphasized'that the delay can be as costly as not securing the permit at.all. -Based on the best opinions, Consumer Power Company.

must have the permit by'. the end of 1971, or jeopardize the entire project in.its Midland setting.
