Once the rhetoric is cleared away'the essence of the position taken by the Apolicant and Dow is that EDF should file a further snecification of issues at some future date. We agree. Our end of September submission was intended to state our position on the

-legally required scone and depth the environmental review and cur determination to soo that a legally suf ficient review was -

' canducte.d . We reserved our views on whether a carticular environ-rental issue (assuming all the facts had been developed) warranted our oncosition to'the'clant as designed. -

Now Apolicant has filed a voluminous environmental recort which we are revievino. By the first. Week in-Decenbar we expect to :have comcleted our review of this document which ~is the- first document filed by-any carty in this proceeding which puroorts to

_recresont a thorough review of all environmental issues and a full presentation of-all facts relevant to those issues. Our subcecuent

-submission in December will identify the. inadequacies, if any, in 800731 .
