m SUPPLEMENT TO APPLICANT'S MOTION TO REFER QUESTIONS TO THE COMMISSICN In the moticn of Applicant, Consumers Power Company, to ' Refer Questions to the Commission, dated tiovember 5, 19it, Applicant emphasized that the issues involved are " common or similar to issues suggested for consideration in other proceedings..." or are being " raised, with only slight varia-tions, in other contested AEC licensing proceedings."
In addition, the Applicant's motion stated that it "may be appropri-I ate for the Commission to adopt a procedure permitting partici-pation (in its deliberstions concerning the questions referred]
by parties to' other proceedings which would be affected by the Commission's decision."
Thereafter, the Applicant was served with a motion entitled " Response of Environmental Defense Fund to Applicant's Motion Regarding Further Specification of Issues and Comments
~on the End of. September Submission by-Applicant and Dow".
AlthoughIha motion is dated November 8,1971, it was apparently
. prepared prior-to receipt of Applicant's motion of November 5, 19.71.
The EDF's motion states, in part:

- This lsugg'estion reinforces Applicant's view that certain
' issues how being raised are common to more than one proceeding; that the-Commission itself should decide whether those issues should-.be included'or excluded from consideration in ASLB licens'ing. proceedings; and, if excluded, whether they should be sincludedrin. rule making. proceedings.
Indeed, in its motion, lApplicantiexpressly referred to the action of the ASLB-in the Vermont Yankee proceeding; and one of the questions which' the motion requested to be referred (number 4, pages.ll-12) is 4
similar.to the-question. involved in Vermont Yankee.
