Dear Mr. Rosenthal:
CA I am in receipt of your Order of September 29, 1980.
You note that Mr. Farrar has resigned his position as a
permanent member of the Panel and withdrawn from all but one board.
Since Mr. Farrar has not completely severed his connection with the agency, I am writing to ask that you request him to rejoin this Appeal Board.
As you know, Mr. Farrar played a crucial role in the development of the complex seismic issues in this proceed-ing.
His thorough unders tanding of the ques tions remanded is reflected in his dissenting opinion, at least a port 2on of which has now been directly endorsed by the Commamaton.
We believe that his continued participation is vital to a full and fair hearing.
I hope that you will endeavor to persuade Mr. Farrar to accept a part-time assignment to the panel.
