d ggg MINUTES OF THE gp6 SAFETY PHILOSOPHY & CRITERIA SUBCOMMITTEE AUGUST 6, 1980 WASHINGTON, DC The ACRS Subcommittee on Safety Philosophy and Criteria met on August 6, 1980 to discuss the progress made on the development of requirements for NTCP plants and to hear a presentacion on the proposed Office of Policy Evaluation plan for developing safety goals.
The notice of this meeting was published in the Federal Register on July 22, 1980. A copy of this notice is included as Attachment A.
The schedule for this meeting is included as Attachment B and a list of attendees is included as Attachment C.
The materials provided to the Subcommittee at chis meeting are in the ACRS file. No oral statements were given by members of the public nor were there any request for time to give oral statements. A written statement was received from Offshore Power Systems. A copy of this statement is included as Attachment D.
A transcript was kept of the Subcommittee procedurings.
The entire meeting was held in open session. The ACRS members in attendance were Dr. D. Okrent, Subcommittee Chairman and Mr. J. Ebersole. The Designated Federal Employee for this was Dr. R. Savio.
Status Report on the Development' of NTCP Requirements - W. Kane, NRC Staff Mr. Kane summarized the status of this effort. The effort was begun in March 1980 with the formation of the NRR Task Force to develop proposed TMI related requirements for NTCP and ML applications. The Staff met with the THI Implications Subcommittee on April 9,1980 and with the full Committee on May 2, 1980. The ACRS recommendations were received in a letter o'f May 6, 1980. The NRC recommendations were submitted to the Commissioners on July 28, 1980 via the SECY-80-348. The Staff has recommended that construction permit licensing be resumed using the pre-TMI construction permit requirements, arguemented by the requirements identified in the Commission's June 16, 1980 Statement of Policy regarding operating license and required that additional measures be taken in th'e areas that will be subjected to rulemaking. CP appli-cants will be required to assess their plans in the transition of siting 8010ogogg.
. Safety Philosophy & Criteria August 6,1980 policy established in SECY-80-153 and NUREG-0625 and the interim role on degraded cores. The interim rule is expected to be issued by mid August.
The applicants will be required to submit their evaluations of additional features, both preventive and mitigative, which they propose to included at their facilities that will have the potential for significant risk reduction.
The applicants will also be required to submit a discussion of their preliminary plan for conforming to the amended emergency preparedness role and to perfonn simplified systems reliability analysis for subcriticality systems, emergency feedwater systems / reactor core isolation cooling systems, ECCS injection and recirculations systems, shutdown cooling systems, containment cooling and spray systems, safety features actuation systems and the auxiliary systems upon which these systems depend. The proposed policy will be described in a NUREG document and issued for public comment.
It is expected that this will be published by mid August. A period of 45 days will be allowed for public comment.
It was proposed that the NRC Staff met again with the Subcommittec at the completion of the period for public comment. The NTCP Owners Group has currently abandoned their plans for developing a position for discussion with the Subcommi+tae.
It is expected that the Owners Group members will comment on the NRC proposal. The Subcommittee requested that, if possible, the Owners Group consultants report and the individual members proposals be discussed at the next Subcommittee meeting on NTCP requirements.
Proposed Plan for Developing a Safety Goal by G. Sege, NRC-PE j
Mr. Sege discussed the Office of Policy Evaluatiods proposed plan for developing a safety goal.
The objective will be to develop an explicit expression of policy with respect to the fundamental issues of public health and safety and the level of protection that the Commission believes would be adequate in nuclear power plant licensing. The policy developed would include some general approach to risk exceptability, safety-cost tradeoffs, quantitative safety goals, safety improvement goals, and standards for backfitting.
It is proposed that background studies should be conducted of practices in other agencies which deal with the public safety, the approaches of other industrialized countries, and on the social acceptance of risk and variation of risk acceptance. These studies will be used as a
Safety Philosophy & Criteria August 6, 1980 background for development of the policy. The process of the policy development would have the benefit of NRC Industry, and public interest group comments and would,under the proposed schedule, result in a preliminary policy of paper by the end of, the year and the development of a final policy paper in about a year. The plan will be discussed with the Commissioners in the very near future and subsequently issued in its final form.
