Gentlemen:

1 The attached technical specification change request is being submitted i in ceder to reflect a reorganization of plant and general office per-sonnel (i.e., - PSC & SRC Chairmanship / Membership, Operations & Main-tenance Manager, Manager of Nuclear Operations, etc.) which will better distribute work loads, bring about more effective use of personnel and thus administratively enhance plant operation.

It has been determined, by the criteria of 10CFR170, that this request is a Class II Administrative change and a Class I Duplicate change. The appropriate fee of $1,600 is attached (Check No. 8-7363, dated 8/26/80).
