LCA 66 Page 1 of 4 LICENSE CHANGE APPLICATION 66 REASON FOR CHANGE The Chairman of the Board for Portland General Electric Company retires on October 1, 1980. At this time, it is considered prudent to make several related organizational changes that would, in particular, strengthen the technical and managerial support of the Company's nuclear accivities.

DESC3.IPTION OF CHANGE 4

A new division will be created responsible for both operations and engi-neering suppcTt of the Trojan Nuclear Plant. This new division is shown in revised Figures 6.2-1 and 5-1 provided in Attachment A.

Specific changes to Appendix A of FOL NPF-1 are as follows:

Figure 6.2-1 (Page 6-2):

Add a new position reporting to the Chairman of the a.

Board "VICE CHAIRMAN OF THE BOARD" with the following positions reporting to him:

1) Vice President, Power Operations
2) Director, Corporate Security
3) Vice President, Procurement, Property and Fleet Management
4) General Manager, Environmental and Analytical Services.

f SAFETY EVALUATIO,N, The changes coscribed previously involve only the corporate organization; there are no changes to the onsite, Trojan Plant Staff organization. The offsite review committee (Nuclear Operations Board) is changed due to changes caused by creation of a new corporate division. The onsite review committee (Plant Review Board) remains unchanged. The new corporate organization will concentrate nuclear operations, engineering and maintenance and construction and management of these activities in one common corporate division under the responsibility of a single Company officer.

The new organization is consistent with the guidelines of ANSI N18.7-1976/

ANS 3.2, Regulatory Guide 1.33, and NRC draft document titled " Criteria for Utility Management and Technical Competence" dated July 17, 1980.

The minimum educational and experience requirements for personnel filling the key management and technical positions, including members of i

LCA 66 Page 4 of 4 the Nuclear Operations Board, remain unchanged and are in compliance with ANSI N18.7-1976/ANS 3.2.

The changes have no effect upon reactor operations, power level or types and amounts of effluents.

There is no environmental impact resulting from this license change.

It can be concluded that this change does not involve an unreviewed safety question; no new accidents are created, nor is there an increase 1

in the probability or consequences of accidents previously considered, ner is there a decrease in a margin of safety. The health and safety of the public will not be endangered by operation with this proposed reorganization.

SCHEDULE CONSIDERATIONS Since this reorganization is planned for October 1,1980, we request expedited review and approval of these changes.

BASIS FOR DETERMINATION OF AMENDMENT CLASS i

This change should result in a Class II license amendment, one that is administrative in nature and does not have a safety or environmental significance. A fee of $1,200 is required for a Class II amendment.
