A review of plant records does not indicate any instance of degradation of any scram discharge instrument volume level switches.

A review of plant records does not reveal any instance of degrad-ation or inoperability of the scram discharge volume vent valves I
or scram discharge instrument volume drain valves.

j Valve closure times and opening times were reported to your office as part of our response to NRC 1 6 E Bulletin 80-17.

Surveillance test procedures and other administrative controls require that the scram discharge volume vent and scram discharge j

Additional administrative controls have been implemented which require that if these valves are not operable or are closed for more than one hour in any twenty-four 3
hour period during operation of the plant, the reasons shail be logged and the NRC notified within twenty-four hours.

A review of maintenance and operating records does not reveal any instance-in which a water hamrer may have occurred in the scram discharge volume or related piping.

Instrument surveillance procedures currently in effect require that unexpected system performance (or unusual conditions such as damaged floats or inoperable level switches), will be reported on an occur-rence report.
Occurrence reports are an internal reporting system at the FitzPatrick Plant.
These reports are reviewed by the Plant Operations Review Committee and depending on the nature of the reported event, an LER is submitted as appropriate.
6)
Functional test of the scram discharge instrument volume icyc1 switches utilizing water has routinely been conducted since licen-sing of the plant in 1974.
In addition, functional test of the Icvel switches will be performed prior to reactor startup in the i
future.
