Dear Mr. Grier:
NRC INSPECTION REPORT 50-354/79-04 NO. 1 UNIT HOPE CREEK GENERATING STATION Please be advised that the expected date for corrective action full compliance concerning the subject inspection as described in our letter of December 7, 1979 has not been accomplished.
The projected date for completion of the additional NDE requirements has been delayed due to an extended pipefitter strike.
In the interim, all weld buildups that require additonal NDE to bring them into compliance with the applicable Class 2 or 3 require-ments of ASME,Section III have been identified.
Specifically, NDE for all Class 2 and 3 0.D. buildups will be upgraded to include both radiography and surface examination.
The additional examinations will satisfy the NDE requirements of NC(D)4214.
Bechtel has accepted Dravo's explanation that I.D. buildups are done to provide sufficient machining stock to ensure clean-up of the pipe I.D. during machining of weld end preparation.
These build-ups are done prior to machining.
The I.D. buildups are not applied to the material to correct the results of a fabrication operation that reduced the section thickness below the minimum required to satisfy the rules of NC(D)3000.
That is, NC(D)4214 does not apply to these I.D. buildups.
Therefore, no additional NDE is required.
