MOTION FOR LEAVE TO FILE REPLY BRIEF The City of Gary, et al. hereby move for leave to file the attached reply brief, which addresses an issue raised in NIPSCO's opposition to this appeal.

As the Appeal Board noted in its memorandum and Order (September 7,1980) , the applicant in its brief has alleged that the Licensing Board erroneously found that the Gary petitioners have standing to intervene in this proceeding. The Gary petitioners request this opportunity to respond to NIPSCO's contention.
