Dear Mr. Grier:

Duquesne Light Company has reviewed IE Bulletin 80-15, "Possible Loss of Emergency Notification System (ENS) With Loss of Offsite Power."

With regard to Bulletin Item #1, Duquesne Light Company Communications Section personnel and a Bell Telephone Company representative made an inspec-tion of the Bell Telephone PBX Room at the plant.

The ENS circuit was indentified and traced and no connection to key equipment, tone equipment, amplifiers or other AC powered equipment was found.

In discussions with AT&T personnel, they have verified with Bell Telephone Company's Midland Central Office that the tone equipment and line derive power from the Midland, Pennsylvania, Centr:1 Office.

In addition, they stated that all Bell Telephone Central Offices have 24 to 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> battery backup as a minimum and that some major offices have an additional manual start gene.rator backup.

AT&T does not intend to provide any licensee with a letter stating which party powers the ENS and whether or not backup power is available from Bell Telephone Company.

However, AT&T informed us that they will send a letter to Mr. Vernon Kerr, Chief of Telecommunications Branch of the Nuclear Regulatory Commission in Bethesda, Maryland. This letter will transmit to NRC an updated list similar to Enclosure I of IE Bulletin No. 80-15.

The requirement of Bulletin Item 5 regarding prompt notification of unoperability of ENS has been added to the Station Administrative Procedures.

The letter whici transmitted IE Bulletin 80-15 requested that we provide an estimate of the manpower expended as a result of this Bulletin. We esti-mate that thirty man hours have been expended in conducting reviews required by this Bulletin and preparation of the report.
