Grand Gulf Based on the NRC inspection May 27-30, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you J

As required by Criterion V of Appendix B to 10 CFR 50, implemented by Missi-ssippi Power and Light Company's PSAR, Section 17.1.5.2 Bechtel's activities affecting quality shall be accomplished in accordance with instructions, procedures and drawings.
Bechtel Procedure WP/P-C-24, and Specification No. 9645-C-103.1 states that the responsible field engineer shall obtain appropriate approval prior to cutting rebar.
Contrary to the above, on May 28, 1980, the inspector observed electricians I
cutting rebar (by drilling through) in the base of diesel generator QIP75-E0t,1B. The inspector was advised that they were instructed to cut through the rebar and then enter the fact in the rebar cut log.
This is an infraction.
