Dear Mr. Helfrich:

Enclosed please find a September 2,1980 letter from Transnuclear, Inc.,

requesting an amendment to license XUO8466 to allow an additional 1,144 kilo-grams of normal uranium oxide, as U 08, to be exported to West Germany for 3

storage. Transnuclear has requested expeditious processing of the amendment as the material is part of a larger, final shipment already packaged for transport.

Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the proposed export of the additional material meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
