The article was sent to NRC oy the TMI Legal Fund as an attacn-r.ent to that organization's comments on NRC's draf t Environmentai Assessment.
The Final Environmental Assessment will be sold on a not-for-profit basis oy the National Technical Information Service, a branch of the U.S. Department of Comerce, anc oy tne U.S. Superintendent of Documents. Both of tnese agencies require that releases ce ootained for copyrighted materials that appear in government reports they sell.
