Several changes to the Sequoyah Nuclear Plant unit 1 technical specifica-tions are requested to permit plant startup. Specification 3 4.6.2.f requires in part that several valves be tested for leakage before entering H0DE 4 after automatic or manual actuation and/or flow through the valve.

However, physical limitations preclude testing several valves until the plant is in MODE 3 These valves are 63-560, -561, ~562, -563 Cold Leg Injection Nc zle 4 ~

63-632, -633, -634, -635 RHR Cold Leg FCV-74-1, FCV-74-2 RHR Supply Line We request that the surveillance requirements be changed from prior to HODE 4 to prior. to MODE 2 for these valves.

t The present specification imposes n'ono GPM leakage limit on the RHR supply l

line valves FCV-74-1 and FCV-74-2. TVA believes that the one GPH leakage limit based on an extrapolation from an ASHE low pressure test is overly restrictive. We request that the leakaga limit for valves FCV-74-1 and FCV-74-2 be increased to five' GPM per. valve for 30' days whiJe tests are conducted at rated system temperature and pressure. The 30-day waiver-would provide TVA a reasonable time to review the test data and to meet with the NRC staff and discuss a final leakage limit.

Surveillance Requirement 4.4.6.2.2.d requires that leakage testing be performed on valves after automatic or manual action or flow through the valve. This requirement is inconsistent with test procedure outlined in response-to WRC question 6.65 for Sequoyah.- 1 This procedure was previously

reviewed and accepted by the NRC staff. TVA requests a 30-day. waiver. from

.this requirteent in order-to have a reasonable time to meet with the NRC staff to resolve the inconsistency in requirements.
