Dear Str:

In an effort to reduce the on-site inventory of SNM at RPI our critical assembly has been redesigned for a lower critical mass. We are now arranging to have the remaining excess fuel shipped to Oak Ridge, TN by the 00E.

The approval of the enclosed QA Program will clear the way for finalizing the shipment plans. This QA Program has been written using the Radiography Licensee guide for QA plans.

In view of the following we feel that the Radiography guide is sufficient:

1) Shipment of radioactive materials does not occur at the RPI Critical Facility on a regular basis; on the contrary this will most likely be the only shipment of radioactive materials (SNM) until the facility is decomissioned.
2) The shipment will be MTR flat plate fuel. This fuel is unused (clean) and clad in stainless steel with no exposed radioactive material.
3) The fuel is owned by the Department of Energy. DOE 6M containers are being used for the fuel shipment.

Transportation will be handled by a DOE SST (transport truck with guards).

Your prompt attention to this matter will be greatly appreciated. The DOE scheduling review is in progress at this time.
