VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: FUNCTIONAL ARRANGEMENT ITAAC OPTIMIZATION (LAR19-002) (EPID L-2019-LLA-0146)
Dear Mr. Whitley:
In response to your application dated July 8, 2019 the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 170 and 168 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendment consists of changes to Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) in COL Appendix C and corresponding changes to the plant-specific Tier 1 information.
The amendments approve changes to the COL Appendix C, by removing a number of functional arrangement ITAAC whose design commitments are verified by other ITAAC in whole or in part, and where the staff has determined that the remaining portions of the design commitments are not required by 10 CFR 52.97(b) to be verified by ITAAC. The exemptions allow a departure from elements of the certified information in Tier 1 of the AP1000 Certified Design Control Document, as specified in License Amendment Request (LAR)19-002. These exemptions are related to, and necessary for the granting of the amendments, which are being issued concurrently with these exemptions.
A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
