Final Report - 10 CFR 50.55(e)

NRC Docket Nos. 50-373/374 Reference (a): Telecon T. Watts (CECO.) to J. Niesler (NRC-RIII) dated August 22, 1980.

Dear Mr. Keppler:

Commonwealth Edison notified your office on August 22, 1980 System (E32) (a))

(Reference of a possible deficiency in the MSIV Leakage Control being installed on LaSalle County Units 1 and 2. This condition indicates a potential that the inboard E32 equipment cannot meet functional requirements to relieve steamline pressure <

(to atmospneric) and to measure and convey bleed-of f leakage to an I acceptable discharge path. A potential exists that the entire MSIV-LCS is invalidated if this condition is not corrected.

Deficiency - The depressurization-chase drainline is not located at the piping system low point, which is at the heater section, hence condensate could be present in the process line after depressurization. This could result in

-- an excessive flow indication during the bleed-of f phase

- -- - -- - -- ( af ter the 3-minute time r runs out) . If slug-flow occurred through the flow-meter an erroneous isolation would happen to invalidate the entire system function by closing the system isolation valves.

Engineering changes are belnd defined to provide an additional liquid bleed-of f drain-line downstream of the heaters at the system low point.

This drainline will have a check valve to prevent venting and back-flow from the sump into which it drains.

Therefore, cecause the modificatione merely implement the original design objective this is considered a final report.

It should also be pointed out that the unmodified design though not the optimum is not clearly unacceptable. However, the final integrated design review conducted by General Electric concluded that the modifications de.cribed would be prucent and for that reason those modifications are being made.
