Dear Mr. Hassinger:
i Let me first express my regrets for the delay in responding to your letter to the President in which you inquired as to what his position was on the accident that occurred at the Three Mile Island, Unit 2 Nuclear Power Plant located in Pennsylvania. You also expressed your concern over the consequences should a similar accident occur at a nuclear power plant in Clinton, Illinois which, you

say is twenty miles from your home.
As you can imagine, a great many letters from the pubite have come into the Nuclear
?
Regulatory Conunission (NRC) following the accident at the Three Mile Island Nuclear Power Plant, all of which we have tried to answer as fast as our resources have
- j permitted.
We at the NRC ha' e been quite concerned over the accident mentioned above and have v
been doing an exhaustive re-examination of the design and cperation of all nuclear power plants including emergency evacuation plans that will cope with potential accidents. As you may know, shortly after the accident at Three Mile Island, the plants similar in design to that of the Three Mile Island plant were shut down l
and were not permitted to resume operation until their operators had received 1
additional training, revised their operating procedure and consnitted to make both

near-term and long-term modifications to the plants.

I assume that the nuclear power plant which you refer to is the Clinton Nuclear Power plant which is presently under construction.
I would like to assure you i
that the principal recommendations contained in the report to the President on the Three Mile Island accident as well as other actions recontended by varicus i
Task Force Groups within the NRC will be implemented at all nuclear power plants, such as the Clinton Nuclear Power Station, to the extent that they are applicable.
For example, we will require improved capability to evacuate certain members of the public within ten miles of a nuclear power plant and other actions that may be necessary to protect people within fifty miles of a nuclear power plant in the event of an accident at a nuclear power plant.
