POTENTIAL FOR REVERSE NATURAL CIRCULATION Westinghouse and the Westinghouse Owners Group have evaluated the potential for inducing reverse natural circulation flow during certain non-standard plant configurations as noted in your letter of August 5,1980 (Paul S. Check (NRC) tc Cordell Reed). Based on this evaluation, we concur that such a situation could occur when core outlet temperature h*as been reduced significantly below the steam generator secondary side temperature in a given loop.
In order to provide further information to the operator in this regard, a
" caution" will be added to the following Westinghouse Owners Group Reference Emergency Operating Instructions and the following applicable Reference Abnomal Operating Instructions to address the potential for establishing the conditions for reverse natural circulation or stagnant flow under certain situations.
This modification will be provided to all members of the Westinghouse Owners Group as part of the next revision to the appropriate guidelines, which will occur prior to January 1,1981.
The operating instruction guidelines are apparently being used by the NRC as a reference set of instructions for review of plant specific procedures. This was one of their intended functions and we are pleased that the guidelines have been useful in this regard. During such a procedure review process, changes or additions to the procedures are often recognized. When this occurs at the NRC, it would be beneficial to us to have all coments on the guide-

lines processed by one group within the NRC. After a review of each coment, this group would comunicate all valid coments to the Owners Group. We would appreciate the identification of the area within the NRC from which we can expect valid consolidated comments on the guidelines.
