Dear Mr. Crutchfield:

Commonwealth Edison has reviewed the Staff's evaluation of the above referenced topic.

There is a typographical error in Sectior. 5, Reference 2.

It should be Regulatory Guide 1.47 not 1.74.

The f actual inf ormation contained in the report is correct.

However, the report implies the two new systems installed in Dresden Unit 1 don't comply to IEEE 308-1974.

The new systems were designed to and comply with IEEE 308-1974.

The confusion about compliance with the IEEE standard is a result of the evaluation's Reference 3 which is an internal NRC document and a not a design guide nor a requirement.

Reference 3 which we have not reviewed, apparently requires considerably more indications and alarms be provided in the control room than IEEE 308-1974 req u i res.

The Dresden Unit 1 design provides sufficient inf ormation to the controlroom to alert the aperator to any problems but does not provide so much inf ormation as to saturate him.

If additional information is required to diagnose a problem on the D.C. systems it is available in the area the actual equipment is located.
